I can only assume they want to do a Tommy coin set for maximum profit (I suppose they can include both tribals as well to keep it at 5 coins per set). I just don't know why they'd release the Ninja coins with a weathered finish that they didn't have in the movie. Especially considering the Dino Coin set is a gold finish. It also complicates the hypothetical Tommy coin set because you'd need gold Dragon/Tiger/Dino Tribal to complete the Dino Coins, but weathered Falcon/Ninja Tribal to complete the Ninja Coins, and I really don't see them mixing finishes within the same set. Moral of the story, Bandai really made a mess of the coins and you're probably better off buying from Starlight Studios. They're more expensive but at least they're the proper finish and you get all 6.
