>>9777651Clay and fur. If you look up "poseable art doll" on YT you'll get a lot of stylised animal dolls, and the basic technique is to sculpt the head in clay, then glue the fur on.
That head looks like it might have some sewing elements (particularly around the nose/eyes, I can't tell if it's sculpted or stitches), in which case... just make a pattern and sew it together.
