This figure probably has a v-crotch design similar to Padawan Obi's in order to decrease the t-crotch thigh gap. As a remedy for the weird splayed-out legs when kicking forward, the designers added another swivel joint above the knee in addition to the one near the hip joint which explains for the strange kneepad. This worked for Obi Wan but not for armored characters.
The annoying thing is the fact that all of this could have been avoided if molded the kneepad with the shin armor as one piece like in the show.
