He ordinarily doesn't even have a neck or shoulders and wasn't really designed to exist in three-dimensional space. For whatever reason, they never really tweaked him for 3D the way they had to redesign Mario for 64, due to the classic Mario proportions causing his arms to clip through his bigger head whenever he raised them. It's no wonder Bowser had a different design altogether in all of his different subseries appearances on the N64.
