Terry Top lacks the eyelash line typical of female figs, however someone pointed out it would clash with the black vertical line that's part of the makeup. I do find it interesting, at least from a design perspective. There's plenty of times when Lego proved they don't give a shit about overcomplicating designs, especially with their supershit license sets. I get that they're trying to be more stylized, but keeping things simple is almost always best.
