I didn't know much about Tezuka before you mentioned it, but it's easy to see why you'd want toys in that style. Don't recall there being many toys in a similar vein that might "scratch the itch" either. You know about the Jazwares Astro Boy figures? I have a few and they're okay-ish.
We're kinda in the same boat, and it's a fairly common dilemma. Might not be ideal but going the custom figure route might be the best way to get what you really want. Find an acceptable base figure, practice some with a sculpting material like Aves Fixit-Sculpt, paint and clear coat, etc. It doesn't always work on the first try but if you view each mistake as a learning experience it can be fun and rewarding.
