Also, the sheriff alien guy who has that big hat was supposed to have lines and a whole scene about chasing after Rey, but that was cut.
Hasbro is usually shown these designs and what roles they play in the movie over a year before the movie is released, and from there they pick the figures they'll make.
As with any movie, shit can be cut just a month before the movie is released, so there's no way for them to actually stop production when the figures have already been shipped to stores 2-3 months before the final cut is made.
It's also why the designs dno't always match up, because CGI isnt usually finalized until months before released.
