Posting this for anybody else who may not know about this since Paypal didn't seem to make any effort to alert me of these changes.
Paypal has removed the option to choose payment for "Goods and Services" or "Family and Friends". It seems you must now select the Purchase Protection tickbox AFTER entering the email of whoever you're paying. After that your shipping address will appear. If you don't select Purchase Protection, you're essentially just paying someone with no form of backup should they feel to rip you off. I hope this helps out my fellow anons.
