considering that prowl's a police car it wouldn't surprise me if they were considering him as the main "good guy" early in production

we also know they were using prowl's design as far back as the car and cable pitch (pic related) so it could also be that prowl and soundwave were just the first toys they happened to have on hand when designing faction symbols
