And before anyone tells me that's what Frieza and Cell did, I'll argue that 1) Frieza doing it was still pretty new, so there was novelty surrounding it to keep you on the edge of your seat. And 2) Cell straight up said he was going to have 2 other transformations, so it wasn't really much of an ass pull, it was just expected.
Buu constantly changing forms just seemed random as hell and came off as Toriyama writing himself into corners with protags that were ridiculously strong. Plus, while I love Gotenks, fusion as a whole was kind of shitty. Especially since they introduced two separate methods of fusing in on Saga (Fusion dance and Potara).
The whole thing just seems like characters are contantly one upping each other in the most random, arbitrary ways. Nothing is earned, it's just given. Trunks and Goten get strong as fuck because they learned to dance. Gohan goes from being weaker than his Cell saga self to gaining a form comparable to SSJ3 because he sat down for a few episodes and had elder kai hold his hand over his head. No training, just a shittier version of what happened to him on Namek. Vegeta gets a boost in power because he got an "M" on his head. Goku learned an entire new form off screen. Buu changes CONSTANTLY because he absorbs people (and apparently himself?). Super Buu is defeated because two characters put on earrings. No training, nothing is earned, it just sort of happens.
The ending and new characters like Dabora were the best things about the Buu saga.
