It sort of did. Around the time of the movie they released a generic Wolverine toyline as a tie-in, it didn't feature any actual movie designs but it was clearly inspired by the movie since it featured Silver Samurai as the prominent villain.

Here's the Hasbro line made to coincide with the release of the Wolverine movie, when Fox wasn't playing ball with Marvel.
Remember when Hasbro and Toy Biz actually made toys of the Fox movie lines? There's a reason why you're only seeing the newer Fox character toys now, after they got bought out.

Sony got lucky that they made their movies when Perlmutter wasn't playing hardball and actually got into negotiations after all the shit Fox pulled. The fact that Spiderman 2 did underwhelming numbers ensured Sony had to submit.

Perlmutter is the single largest shareholder for Disney. He has a pretty important vote and Marvel (not Disney) controls licensing, even if he was shut out of the film process and all new tv series (maybe? Could just be because of the Disney+ deal).

No royalties went to Fox in the production and release of these figures.

XMEn embargo only stops them from making toys that Fox would get licensing fees from, so only designs from the movies aren't produced.
All fees made of comic designs all go toward Marvel Comics (where Disney eventually gets a cut). That's why we still see comic figures like this being made.

A billion dollar says the Deadpool wave will just be comic designs, just like the Wolverine line that was released to coincide with Wolverine movie sequel.
