They've retreated to a salient planet. They need to resupply and are offloading injured. The planet is the last military strong hold in that sector of space, so all other legions from other planets with other forms of planet life are regrouping there.
Unfortunately, one solar system's regiment didn't finish the Cole Protocol and a Covenant scouting party has been dispatched to check out the nearest world on that incomplete map of human planets.
