The only reason the original Play Arts FFVII line didn't include a Barret was because all of those FFVII figures were made in a uniform fashion with uniform boxes, and making Barret 'small' enough to fit in those boxes made him look noticeably small next to his figure peers - that and he was the widest character in the game so he'd use noticeably more material than every other FFVII figure. The only way to make him look reasonable next to the other FFVII Play Arts figures was to make him more expensive and in a bigger retail box, so they just said fuck it and skipped him. No idea why they skipped Cid too when his body was normally proportioned.
