It's easy to point fingers at the licensed stuff, but I really don't think they're the reason as a lot of the old licensed sets had a unique flair to them.
Just take picrel for example. Sure it's a scene from a movie, but it has a lot to offer as a cool graveyard set too. Even pre-fleshie Star Wars had some nice sets with vibrancy and life to them.
