How cheap is cheap to you? If you are looking to spend $1 to $4 on a doll nothing beats thrift stores, but you might have to do months of hunting before you bump into a character you specifically had in mind.
If you wanna spend $10 I believe the Disney Store might still be selling their dolls for $10 each. Those have a decent amount of articulation. You get head, arm, wrist, elbow, leg, and knee articulation.
You can always get dolls with limited articulation for around $6 at Walmart. If price is important to you avoid Toys R Us like the plague unless you know they are having a sale or it's a TRS exclusive.
