I agree that they've not paid close attention to the lore in that Hunters are always in pairs, though in the early waves it worked out well enough for me that the first Hunter they made came in the Wolverine set, which came in green and arctic versions and I got one of each. The gold Hunter came in a troop pack so there's hope that they could eventually release another the same way.
