The difference is that Japan has a massive Otaku market, virgin nerds who will literally never talk to a girl in their lives and devote all their time to collecting toys and watching anime.
The west has this to a degree, but not in so much of an all encompassing fashion, most of the time its a bit more tongue and cheek, with even most of the pathetic youtubers we make fun of eventually being married. Our collectors are mostly based around nostalgia for toys we had as kids too, so figures generally double as acceptable for kids while also being just high quality enough to entice collectors (that's arguable, but it apparently works). Kids in Japan aren't buying Figuarts the way that little Jimmy might buy a ML Spider-man.
