Considering the slow ass pace it was released in, capcom's license meant Bandai were stuck in releasing as many figures and they used the profits of other lines to support the SF releases. When it's licensed for 3 or 4 figures, but released 2, they could easily have taken the loss by not releasing the rest, like they did with the cowboy bebop line.

So toy companies pay money UPFRONT and then also pay royalties ontop of that. So when something goes unmade/unreleased, Bandai is losing a ton of money by not releasing it. Those royalties also need to be paid whether shit is released or not, hence some companies putting in the minimal effort for their last releases.
And considering how dogshit the paint and no-effort sculpt were put in that Predator and Alien Figuarts, it wouldn't surprise me if Bandai had already known they were going to sell for shit. This shit was Aquaman movie Mattel tier of minimum efforts.
