I'm talking about 10+ years ago. Scalpers were much less of a problem then, and distribution and stocking of shelves were much, MUCH, better during that era. And my entire point was that a lot of army builder packs sold bad back then, despite everyone claiming they wanted them. You always saw stuff like pic related, and other 3-packs, and even the Defense of Cobra Island which had like, 7 different Vipers in it, or whatever, and they sold kinda bad until years later.

I'm talking more about some kind of "a la carte" way to order figures. Something like, you get 3 or 4 options of the same figure, and then maybe you can outfit that figure with whatever accessories you want out of maybe 10 options, and the more things you chose, the more the price goes up.
Like, if you wanted a bunch of cheap dudes with one gun and that's it, you could pay like $15, but if you wanted to fully outfit everyone with shitloads of accessories, you'd start paying more, the more you added.

On top of that, the I think you're overestimating how much it would cost, since it isn't like you'd be literally making brand new molds for brand new, unique figures for every order. You'd literally be using molds and parts that already exist, most of which would be pre made, or you just batch-make everything, really not terribly unlike what they're already doing for shit like the Haslabs or other crowd funding. But it wouldn't be exactly like that.
