Of course, just because something is weak in the 40k setting doesn't mean it doesn't fill the role it was meant for. It's plenty good at killing lightly armored humans and weak xenos. It's just horrendously bad if you had to go up against a ceramite plated space marine with one of them. That's what Helguns/volley guns are for. There are guns for every purpose in 40k.
And no I don't bother trying to square table-top rules with lore. They aren't always going to be consistent, balance and all.
