The red one is Generations Windblade. She receives a lot of hate and not without good reason. She's definitely not the worse choice if you're on a budget though. Don't pay more than $15 for her.
- Great articulation, but really shitty legs so good luck balancing her in a good pose
- Cool jet mode, but if you don't move her joints perfectly into position she'll quickly get stress marks on the plastic all over
She does have one of the coolest accessories though. A purple beam sword that comes with its own sheath is pretty amazing (and has the extra use of serving as her third leg in some poses, because she seriously needs it).
Now, since you did mention your budget isn't huge, maybe it's better to ignore all of the shitty suggestions /toy/ will give you and simply get the best fembot ever made. The girl in blue is Prime First Editon Arcee. She's usually sold for ridiculous prices online, but I did get lucky and find one new on eBay for $25. I'd say it's a fair deal if you can find one under $40.
She's pretty much perfect. Excellent articulation, super-slick vehicle mode, great details (really nice light piping on the eyes). The only complaints people can make about her are that her shoulders are not 100% show accurate (big deal, they look good any way) and that she's too big to scale properly with other characters from the show (but who doesn't like their toys bigger?)
