As far as Filmation itself was concerned, Skeletor was a demon from another dimension who was revealed after 130 episodes to have been Hordak's magic student.
There were at least two blue-skinned evil elves in Filmation MotU episodes, but they never used the word "Gar". I think the first was Jarvan, drug dealer to Teela's friend Ileena.
