Get yourself some wax clay, sculpting tools, look up references and tutorials and practice, practice, practice.
A lot of people use Ladoll clay, but that shit is annoying. Wax is more popular in many other fields and is a lot easier to work with (because it's not falling apart that easily).
Or you do it digitally and make 3D prints.
The harder part is actually getting a proper resin doll out of it in the end that looks good and poses well.
