I really don't notice a difference between now and any other past popular toyline.
Back in the 90s, the new Kenner Speeder Bike was so rare to find on teh shelves that even magazines were speculating that they were recalled because they contained lead paint. Which was untrue; scalpers just bought all the boxes they could.
Only way to combat scalping is to get people to bend cards when they see a hard to find figure.
