Sounds like an awful lot of goalpost-shuffling. It seems to me that Evil Twin is one of the more iconic castings of the past few decades—it's been a mainline regular since its debut, has multiple premium/collector/special editions, and has been featured in multiple video games. And now, it's very fondly remembered by collectors who got into the game 20+ years ago as one of their first cars. While you can argue Boneshaker was MORE popular, and thus a better choice for a Transformers crossover, to claim that Evil Twin was somehow ineligible because it's not a "mascot car" is silly.
I'd say the biggest reason Evil Twin wasn't an option for the Transformers crossover is simply because Twin Mill was always going to be option #1, and they didn't want to have two cars with the same design gimmick (dual engines).
