Motaro's just a boss, not even one of the best boss fights either. NRS hasn't bothered to bring him back apart from references because he'd be a pain to implement with the Xray/Killing Blow systems still in use.
The hype surrounding his figure is almost solely because Storm seems to have pulled off translating the design into an actually great figure, articulation and all.
