All you need is to cut up some normal 1x1 clips in the same color plastic as the barding plastic, use a hobby knife to trim it down to the correct height as the clip on the barding, the sides need to be shaved down a bit too since they're thinner on the part. Then, I used Tamiya extra-thin plastic cement to weld the new clip on, and drilled out the hole with a pin-vise so it would march the original. Really strong bond and the clips can hold everything much stronger than the original ones.
Image on the left is the replaced clip. Image on the right is the original clip on the other side. It's not really noticeable except the small cut I made in the plastic removing the original broken clip.
The best part is because the barding pieces are so much more expensive with intact clips, you can easily get a good discount on a barding that has broken clips on bricklink and just repair them yourself instead of paying like $20-30 for an intact one. I only paid $5 for this one with 1 broken clip.
