Buyers who look at $14 economy shipping and shrug and think that's what the seller is paying for the shipping. Buyers who will pay almost double or triple MSRP for a figure that they could still find in stores. Buyers in US transactions who can go to amazon and see the literal same figure there selling for under or at MSRP and they pay over MSRP for it on an ebay bid war. Buyers who buy pieces of a non-baf figure like the hands for 4.99 + shipping or the feet for 4.99 + shipping and then you go to the listings and see the seller has the full figure just taken apart into pieces and has individually sold the legs, arms, torso, head and accessories for in total more than the figure is worth.
Ebay is a hive of capitalism at its worst and there is a large amount of profit to be made by scumbags--a little higher taxes wont stop them. Maybe it'll just stop the legitimate honest sellers who aren't trying to scam and just want to sell a toy they no longer want. Granted if the scumbag group had a greater grasp of abstract concepts they could probably be making 10x as much profit doing creative accounting or something, but taking apart a figure to sell the pieces individually is more their speed.
