There was supposed to be an entire section just for Joe figures at Target and Walmart, and Classified was just supposed to be something that sat next to it on 3 pegs next to the Joe movie toys. These toys were labeled as "core" and had vehicles as well. There was also supposed to be movie figures in the Classified style, but all of this stuff was held back by Paramount, since they're waiting to release the movie on account of all the theaters being shut down. They're likely all sitting in a warehouse somewhere. So, because of this you end up with Joes in a teeny, tiny section of just three pegs at all retailers and all retailers sold out right away.
