This is because you've always been able to order a specific figure when it comes out.
With mass market waves, a case includes a variety of other figures. So if you want Deadpool, a case only comes with 2 of him out of 8 other figures. So you're pretty limited in how you can order them.
Whereas with collector toy, there can be ten Deadpools per case, and can easily meet demand without being bogged down with extra figures that may or may not be wanted.
Basically, anyone who wants a collector figure can get it. Unless it's limited in numbers, it's incredibly rare for a collector figure to ever become hard to get for the year of its release. Even figures like Mezco Batman that sold out within months of its release was reissued because of demand, giving even late comers a chance to get it without paying scalper fees like mass market figures that are highly popular.
