Lego wasn't really in the mood to do buildings for Ideas sets yet, I think. And licensing always comes with added costs (but NASA doesn't charge LEGO for putting their logo on the box)
There also comes a lot of factors like time to get 10k supporters, variety of demographics, etc. I'm sure this got posted on tech/science/nerd blogs and thousands of tumblrinas supported it just to put it on their desk at work.
