Companies that want to cater towards younger kids need to make their product both cheap and ubiquitous (Hot Wheels is a good example of this). Other companies will instead target adult collectors (Funkopop, nostalgiabait, scale model companies). You can also blame a lot of it on laws passed in the 1990s that prevented companies from making cartoons specifically to sell toys, thus killing the Saturday morning cartoons of the 80s and early 90s that propped up the toy industry at the time.
