The nasolabial lines are sculpted deep, usually a sign of age, and her bright red lipstick makes her look older as well (Jubilee is usually drawn with either paler or significantly darker lipstick). She looks like she's in her late 30s to early 40s. Her hair is wrong, it's too short and not messy enough. The back of Jubilee's hair should frame her face in messy sprays that are visible when looking at her head-on. Proportionally, her eyes are slightly too far apart (they should be one eye-width apart), and they made her pupils this pale amber-ish color that you almost never see in Asians. You can improve this by carefully painting over the amber part with black or dark brown and adding your own shine, but you'll need steady hands and a very fine brush.
It's just overall not really a good headsculpt.
