World City in the other hand is a claustrophobic, high tech sprawl. Where nobody smiles, except the crooks, who just go around assaulting with Buzzsaws or other gadgets.
Also While there's police, there's mostly these security guys, who scream being owned by a megacorp as a private army. And don't tell me his shades aren't hi-tech neither. Guy on the box art to the left looks like he's monitoring everything everywhere too
