First try the least invasiive approach with the lowest opportunity of damaging it more and try to dunk the upper arm in almost boiling water to soften it a little and then stick something super thin like one of those needle-dental or sculpting tools. Work it inbetween the broken joint and the socket at various points around in there to try to wiggle it out slowly. Then just remove the other half of the broken joint from the forearm and replace with a new Figma Joint. Or use one of those Hobby Base joints that's the same size. They don't have any light blue ones though so I'm not sure what you'd be able to do as far as color matching.
