That section is treated differently. I know NECA sells their toys there on CONSIGNMENT. Everything else that's sold there may be too, but even if it's not, they're not ordering 25 cases like they do with Death Metal Batman or Mirrorverse Buzz Lightyear figures. They get like 4 cases of Raven Spawn or Sisters of Battle waves.
The collectible market is even treated differently by toy makers and the owners of the property. This is why both Jazwares and McFarlane were making Fortnite figures at the same time, because Jazwares had the children's toy's license while McFarlane had the collector's toy license (direct/specialty market). You never saw McFarlane's Fortnite figures in the children's toy aisle even at Target, because it can't be sold there (by law and/or license agreement).
Collector licenses are also much much cheaper, because it's understood there aren't as many places to sell them at and aren't as many buyers. The collector market is incredibly tiny compared to the children's toy market. This is why McFarlane Toys had like 50 different licenses just 4 years ago for the Color Tops line.
BTW, from what i heard, JoyToy's Warhammer stuff can't be officially sold in the west. Only one set from them even got sold by Games Workshop, right? So considering how thin the market in Asia is for WH40k, JoyToy is probably paying almost nothing for the license.
