I would say the Snake Men Kol-Darr is fighting are not planned at all, because some of them are obviously kitbashed and when Mattel displayed kitbash snakes at SDCC, they said "just customs, no plans." Kol-Darr is also an exclusive, so it's not like normies are going to see his box art and be like "Where can I get these other figures?"
Conversely, Sky High, Delora and Custar have been teased on retail toys and have known names. However, Custar has to get kicked down a couple tiers for being a size that has to compete for scarce slots with the more-demanded Modulok, Multi-Bot, Nightstalker, even vehicles. While the Frog and Purple Cyclops don't have official names so you Ask For Them By Name! they've been teased over and over again (like the skeletons we're definitely getting), and the Frog shares every part but his head and accessories with someone else. Red Guy with flail, Warrior in Red, Pterosaur Rider and Battle Armor Woman are also from retail boxes (one time each), IIRC. Also no one seems to actually care: fans put them in the collage for completionism.
So I'd rank them:
Absolutes: warrior skeletons, Dactys (from King Randor's cardback)
Most probable: Sky High & "Missile Toad", followed by Delora and Purplops (substantial new parts but they feel planned).
Maybe not planned: red-skinned guy who just needs a new head, Warrior in Red who needs a couple new parts, Battle Armor Woman who needs unique hips & torso + head.
Not planned but cheap: unnamed Snakes
Expensive, not planned: Concept Witch, Octavia/Dylamug/Chooblah/Queen Andreeno, 200X centaur, Custar in about that order.
