This was the design they were going with and was even designed for the cartoon witb this look before I guess they pulled him and redesigned him from the ground up (I've never seen this supposed model sheet by Bruce Timm that's mentioned though).
In a sense he's like the mammoth hordesman. Lots of folks speculate that the mammoth is proto-Grizzlor, but they want him to be a separate character and get a toy.
