Target also does this to a degree, but by and large when Target puts an item on clearance, it's chain-wide.
The reason why most places don't mark things down more severely is because they know there are reseller vultures who will scoop up anything on the clearance aisle. Resellers don't care if it's a desirable item, or if it's even a good price, they just know they are getting it for less than Wal-mart normally sells it for, and to them that means profit.
So even if it's a shit Eternals ML or antiquated cell phone tech, they will buy it just to stick it on Amazon or Ebay or Wal-mart's own 3rd party seller marketplace to try and flip it for twice what they paid. You and I might see a common, overpacked $20 figure marked down to $15 and pass it by because we're toy collectors who know better, but it doesn't cost resellers anything to let an obscure listing soak until someone stupid or desperate enough is willing to pay it.
