I don't think this Pokemon's real popularity is as high as they seem to think it is. This evo pack was sitting there for so long, even more so than the other ones. I think Toxtricity is going to be up there with Samurott as the least desirable ones to date.
The Selects offered a fair solution to a size issue they had with the "scaled for battle" line. With how the main line was set up they were basically locked out of doing legendaries in the 4" packaging until Selects came along. Seeing Tox and Flygon who were made already seems like a huge waste. They couldn't do Corviknight for more Galar? Salamence or Hydreigon instead of Flygon? Or just not do Flygon in 4" if this was going to be the case.
