Part of what separated Transformers from capeshit or most other boy's franchises was that every toy release felt like it was given equal importance, from a basic $5 minifigure, to the $100+ large city bot. They all got their own portrait art, a stat listing, a bio giving them characterization. Later on, a few characters started to get a new toy, but even then that wasn't treated like a major event, they were placed alongside the rest of the year's characters.
Beast Machines was the first to start screweing things up, making Cheetor prominent instead of unique box art, and shoving a bunch of toys of him at us. They continued to play around with this in the Unicron Trilogy, until the movie finally fucked it up by shoving bee and Prime at kids all the time.
