New characters would come in, but they'd be sidelined and forgotten about fast.
The only series that actually had a rotating cast of brand new characters was GI Joe. Sure, some of them were reused forever, but they made a brand new comic to contain newer characters.
The cartoons also introduced new characters and kept them, so the cast was pretty huge.
