1/12 is a fraction and in this case, it's being used to mean 72/12 = 6" figure. It's incomplete and basically slang. 1/12 is like saying an eye represents an a human, while 72/12 is a whole human.
What other slang is used? 3¾" scale, 6" scale, N scale, etc, they actually convey the size of the scale... albeit weirdly.
"One twelfth" is shorthand speak, because saying 72/12ths is too long, and/or someone never got into ratios before quiting elementary school, because it's just as easy to say "one twelve" (1:12).
