They believed that these people would instantly be interested in another likewise figure that is in the style that they collect. The problem is that people believe transformers should transform, so casuals didn't care. Transformers fans knew that for the same price they could get a more accurate figure that scaled better and posed better while transforming. They don't appeal to casuals and they don't appeal to TF fans so they linger and fill no gaps and won't ever sell. The better question is why are they still doing it after a year, and the only thing I can assume is that Hasbro believes the low sales are due to covid and not being a shitty product.
