Some stores and even countries didn't even get those sets.

That lack of interest by the consumer is not exclusive to Lego action figures but also a SW merchandise problem that has been apparent during the last 4 years.
Also, I read somewhere that Disney also extorted toy making companies and even stores into keep making/selling SW toys, but take this more as an urban legend because I can't back this one up.
