You mentioned vallejo air so I suppose you meant airbrushed? It could be a lot of stuff from not well mixed (clumps of pigment and binder and areas with only pigment and carrier) or applying too much (it pools even if the layer is ""thin"") or distance of airbrushing/pressure that makes paint clump on the air before hitting and creating that texture.

Usually those kind of markings were done by the soviets for propaganda films/pics 99% of the time or by unhappy population on abandoned vehicles as there are no german records of this practice, although at those stages of the war there are barely any fiable documentation, so it's a bit of a grey area.
Personally I think they were painted on the abandoned vehicles by the advancing allies for propaganda/morale material. Nevertheless being a e-100 in a what if situation he can do whatever he sees fit, although that " von(?) Hitler" on the other side of the turret could be replaced with some other better slogan or a balkenkreuz at least.
