If you are really into shelving, you can build longer and wider shelves where you know you will place larger/heavier toys, or close to tipping and use something similar to your first design. Felt or a folded cloth never hurts to be in front of the toy, in case it falls forward - far less likely to damage the paint or break something that way. A dowel or even just a thin piece of wood or whatever material you are building with attached to the side will also lessen the odds of a floor drop from the sides.
