The Hungarian Mig-29's were originally built for the Soviet Air Forces in like 1989-90, but after the collapse the state had no money to actually pay for them. So they sat on the factory grounds for a for years, with the red stars already painted on, before getting delivered to the Hungarian Air Force in 1993, where they had the stars covered with the factory paint and the Hungarian chevrons applied on top.
You can see in the very early photos of the Hungarian Fulcrums just how much the paint faded in a couple of years, with the planes themselves only flying like a dozen flight-hours till then.
