The head is a balljoint, as has been said before, and it works like a swivel, and I wish it could look up a bit, but oh well. I don't think I would have been that much more happy with a poseable tongue, though a swivel at the base of it would have been pretty nice, like the way Mewtwo's tail seems to work.
All in all, it's a decent figure and I'm pretty happy about it, and for 11€, I can't complain.
