He got arrested for cp in 2016/2017. Adaptation work is something Viz doesn't do for their manga anymore, but they did for Dragon Ball and never retranslated it. They likely do not want to pay royalties to someone like that and the Freeza full color ended like right when he was convicted. So rather than retranslate it, they just don't release new editions of Dragon Ball anymore.
